Anna Shpilevaya, BEFL Senior Associate in Legal Services, participated as a speaker in the webinar “Challenges of Exercising Lease-To-Own Land Rights” which was held by Agroinvestor on January 28, 2026.

During the webinar, Anna outlined the key barriers to exercising the right to a discounted buyout of public agricultural land. The issues covered included regional moratoriums on privatization, land restricted from circulation within the plot (water bodies, forest fund, forest shelterbelts), as well as risks associated with changes to the territorial zone and subleasing the plot.
